July 13, 2026 Biddeford ICE Shooting – Part Two

On July 13, 2026, a homicide took place in Biddeford, Maine. Sadly, a man was killed at the hands of a federal agent. Before the investigation was complete, protesters began to gather and made all kinds of accusations without knowing the facts. At that time, I wrote an article on sheriffcorbett.com and created a video on YouTube, under Sheriff Corbett, entitled Biddeford Shooting. Please look if you have not seen them.

Now over two weeks have gone by. The investigation has been completed. Therefore, in the interest of Justice, the family of Johan Sebastian Duran Guerrero and the Citizens of York County, the facts need to be revealed. So far, we know:

1. A man was killed at the intersection of Pool and Hill Streets
2. He was 25-year-old Johan Sebastian Duran Guerrero
3. He was not the man the agents were looking for
4. An Immigration and Customs Enforcement officer fired the shots
5. The Officer’s name is David Brouillette
6. He fired the shots because of “fear for Public Safety”

Now the question is: was this a just shooting? The “fear for Public Safety”, by itself, is not a sufficient standard for taking someone’s life. If the suspect is using (or is about to use) deadly force against the officer or others, then the threshold has been met. However, the “fear of Public Safety” does not. There needs to be more information released to determine if a just shooting took place. Therefore, I call upon the Secretary of Homeland Security, Mark Wayne Mullin, or the head of Immigration and Custom Enforcement, acting Director David Venturella, to fill in the details. If the details of the case are missing (as required by Case Law), then a Grand Jury must be convened at the United States District Court in Portland, Maine.

I call upon these two men, to determine if this was a just shooting, due to a case that was handed down by the United States Supreme Court on March 27, 1985. This case, Tennessee v. Garner, involved events that occurred on October 3, 1974. In the case, a fifteen year-old boy, Edward Garner, was the suspect of a burglary. As he was fleeing from a house, he was shot in the back and killed by a Memphis Police Officer. The Supreme Court ruled that there must be more substance than just public safety. Therefore, we must be given the facts and just the facts.

I also believe that the Ashli Babbitt shooting by the United States Capitol Police on January 6, 2021 was not just. There should have been a Grand Jury Inquiry. Instead, the United States Attorney’s Office for the District of Columbia, and the Civil Rights Division of the United States Department of Justice refused to go further. This inaction by our bureaucrats erodes confidence in the Criminal Justice System.

Please do not allow the Biddeford shooting to erode the Criminal Justice System or our faith in the United States government. Please strengthen it and return public confidence in it by giving us the facts or by convening a Grand Jury. Let justice be done.
